Tenille Otero

Otay Water District

Otero has been with the Otay Water District since June 2016 as the Communications Officer, managing communications and conservation programs. Her role consists of maintaining the integrity of communications with the board, management, staff, and the public. She also works on legislative issues, media relations, and program management. Otero also represents the District at community and business meetings and events. In 2019, Otero led a legislative bill effort with water agencies and business organizations aimed to provide a path for veterans transitioning to civilian employment to receive credit for their military experience/education toward certifications in the water industry. The bill became a law in October 2019. Otero worked at the San Diego County Water Authority (2002-2016), working as a public relations representative. Prior to the Water Authority, Otero worked as a senior membership coordinator and public relations expert for the San Diego County Hispanic Chamber of Commerce (SDCHCC) (2000-2002). She played a lead role in San Diego MANA's and the SDCHCC's first-ever annual Latina Women's Conference, which focuses on building relationships and educating women in family and business life. She stands firmly behind MANA's mission of 'Empowering Latinas Through Leadership Development, Community Service and Advocacy'. After working at the SDCHCC, she served on its Board for four years, where she was she was Chair of the Legislative Committee, analyzing legislative bills and recommending positions of support/opposition as well as lobbying in Washington D.C. and Sacramento on behalf of small businesses. She currently serves on the Board of South County EDC.
