Schools Ordered to Begin School Year Online

Early last week, San Diego Unified School District announced that the new school year will start with online-only classes, with instruction resuming on August 31 as previously scheduled. The Governor’s office also released new industry guidance for schools and school-based programs. Under the new regulations, California school districts cannot reopen until coronavirus infections and hospitalizations have stabilized in their counties. Schools can offer in-person instruction only if their county is removed from the state’s monitoring list for more than two weeks. Districts are also required to test teachers for coronavirus every other month.

Midway Campaign Kick-off

On Wednesday July 22, San Diego City Council members Jennifer Campbell and Chris Cate held a press conference to officially launch the campaign to amend the People’s Ordinance O-10960 and Municipal Code Section 132.0505, following July 21’s City Council vote.

The campaign to Exclude the Midway-Pacific Highway Community Plan Area from Coastal Zone Height Limits is led by community members representing both the business and residential concerns in the region.

City of San Diego Franchise Fee Agreement

On Thursday, July 16, The City of San Diego’s Environment Committee voted 3-1 to accept a consultant’s report on the City’s franchise fee agreement with a number of small recommendations. The recommendations include the initiation of a Climate Equity Fund that would be capitalized by the winner of the franchise as well as assurances that the franchise fee bid winner retains utility employees and uphold wage increases that have already been negotiated.

The current franchise fee agreement expires January 2021 and Thursday’s Environment Committee action advances the process to renew the existing franchise agreement to the full city council for a formal vote. A franchise agreement dictates the terms by which a municipality allows a utility company the exclusive right to use public right-of-way’s for the transmission and distribution of gas and electricity lines.

Women’s Global Trade Empowerment Forum

The U.S. Commercial Service, through the U.S. Department of Commerce, will host a virtual forum and a series of industry-focused activities starting July 28 to help empower women from small and medium-sized businesses across a variety of sectors. Participants will develop skills and have access to the tools, networks, and resources to build an export strategy to grow their business. The virtual sessions cover how the following fields can benefit from the United States-Mexico-Canada Agreement (USMCA): Aerospace & Defense; Automotive; Education; Design and Construction; Healthcare; IT; and Energy. IBA Forum: Leveraging Trade & Export Tools

The Chamber, in partnership with the Export-Import Bank of the U.S., and PCM Corporativo, will host an International Business Affairs Forum on Wednesday, July 29 at 10 a.m. focused on trade and exporting tools and how to navigate the cross-border business landscape.

Travel Restrictions and Trusted Traveler Programs

The temporary restrictions on non-essential travel across shared ports of entry between Canada, the U.S., and Mexico have been extended an additional 30 days to August 20. To prevent long wait times for our cross-border community, the Chamber continues to urge U.S. Customs and Border Protection (CBP) to restore operating lanes and staffing at our ports of entry. Trusted Traveler Program enrollment centers will continue to remain closed through September 8. Trusted Traveler programs provide expedited processing into the United States for pre-approved, low-risk travelers through dedicated lanes and kiosks at ports of entry. These programs allow members to travel between the U.S. and Canada (NEXUS), access land ports of entry to the U.S. from Mexico (SENTRI), import commercial shipments between the U.S./Mexico or U.S./Canada (FAST), and travel internationally through CBP processing (Global Entry). Trusted Traveler Programs applicants who have scheduled interviews at enrollment centers on or before September 7 must reschedule appointments starting September 8. Enrollment on arrival remains operational at participating airports.

CONAGUA Allocates $83.9 Million To Tijuana River Valley Efforts

Humberto Marengo Mogollon has been appointed as Commissioner of CILA, the Mexican section of the International Boundary and Water Commission). CILA has recently installed new pumps in Tijuana to address transboundary pollution impacting the Tijuana River Valley. Mexico’s Water Commission, CONAGUA, also allocated $83.9 million pesos (about $3.6 million USD) to aid operation of the new pumps and began the rehabilitation and maintenance of existing infrastructure.

In Baja, the Secretariat of Water Management, Sanitation, and Protection (SEPROA) announced a 60-day plan to remove an estimated 300,000 cubic meters of sediment and solid waste along the Tijuana River channel. The project began July 6 and removed 13,300 cubic meters of waste within the first week. To help raise funds for the project and other water infrastructure across the city, Tijuana’s Public Utilities Commission (CESPT) has implemented revised water fees. The estimated cost of the project is $4.5 million and is funded in equal parts by CESPT and CONAGUA.
