Rick Bregman is a Global Commercial Banking Market Executive with Bank of America’s Global Banking and Markets group. He oversees the GCB Healthcare practice nationally and a Specialized Industry Team for the Western US. In these roles, he leads teams of financial professionals, responsible for delivering comprehensive debt, treasury management and capital raising solutions to Healthcare, Higher Education and major Not-For-Profit clients. He is dual-employed by Merrill Lynch, Pierce, Fenner & Smith as a Series 7/24/63 licensed investment professional and principal.
During Mr. Bregman’s 30-year career in banking, he has held leadership positions in numerous areas. He joined Bank of America via the Security Pacific Bank merger in 1992. The first 13 years of his career were spent in San Diego Middle Market Banking, working in various roles focused on relationship management, business development and commercial credit. During this time, he also served three terms on the California Commercial Banking Executive Council. In 2008, Rick Bregman was named the Market President for Bank of America Merrill Lynch in San Diego. In this role, he coordinates the efforts of executives running all business lines in San Diego to maximize business, civic and philanthropic impact for the Bank in the region. His team is responsible for continuously improving the customer experience, the Bank’s financial performance in the market and enhancing Bank of America’s presence and brand in the community.
Mr. Bregman stays very active in the San Diego community, where he has lived for over 40 years. He currently serves on the board of directors of BIOCOM, the National Conflict Resolution Center, the Zoological Society of San Diego (Foundation) and is the Vice Chairman of the San Diego Regional Chamber of Commerce. He was a member of the San Diego Chairman’s Competitiveness Council, an organization focused on maximizing the competitiveness of San Diego as an economic region. He previously served on the boards of CONNECT, the YMCA of San Diego County and the United Way of San Diego. Rick earned his bachelor’s degree from Claremont McKenna College.
2019 Management Council
The Chamber’s Management Council is composed of 10 members of its Board of Directors. Management Council’s primary responsibilities are the oversight of the business and operations of the Chamber, such as the hiring of staff and entering into contracts. Management Council also sets the agenda of the full Board of Directors. The Chair and Vice Chair of Management Council are also the Chair and Vice Chair of the Board of Directors.
