Sidewalk Encampment Ordinance

Earlier this month, San Diego City Councilmember Stephen Whitburn proposed an ordinance banning sidewalk encampments, at a Land Use and Housing Committee hearing.

This ordinance would ban encampments across the city on all public property, Whitburn says that in some areas the ban could be applied 24/7. Whitburn and Mayor Todd Gloria announced plans for the ordinance last month.

Following the Land Use and Housing Committee vote, city staff will produce a legal analysis and plan detailing where new shelters will be located, an enforcement plan, an update to the 2019 homelessness plan, and receive more stakeholder feedback. The item will then go to the City Council later this year.
