County Inclusionary Ordinance

The County of San Diego Board of Supervisors voted unanimously at the end of August to delay further discussion and consideration of an Inclusionary Housing Ordinance until the winter. An Inclusionary Ordinance would apply to unincorporated areas of the County and would require new housing projects to set-aside a certain percentage of housing units for low- and moderate-income households. Although the Chamber is supportive of low- and moderate-income housing construction, the proposed set-aside requirements along with other regulatory requirements in the proposed ordinance made the proposed ordinance infeasible for the development community to implement. Chamber staff worked with County staff and the Chamber’s Transportation and Land Development Committee to create amendments to the Ordinance that could make development possible. Chamber staff will continue conversations and advocacy with County staff and County Supervisors when the Ordinance returns for consideration.
