Beatriz Leycegui Gadoqui

Former Undersecretary for International Trade, Secretariat of Economy

Beatriz Leycegui Gardoqui has over 25 years of professional experience in international trade, which she has exercised in the private, public, and academic sectors. Beatriz is a partner at SAI Law & Economics, an economics, legal and investment banking consulting firm, which she rejoined in 2013 as Head of SAI’s International Trade Law Practice Group, position she previously held in the firm from 1999 to 2006. Beatriz served as Undersecretary for Foreign Trade at the Ministry of Economy of Mexico between 2006 and 2011. She also served in the same Ministry as Director of Legal Analysis at the Office in charge of negotiating the North American Free Trade Agreement (NAFTA) between 1990 and 1992. Beatriz’ public sector experience also includes five years of service at the Ministry of the Interior and the Ministry of Foreign Affairs from 1983 to 1988. Beatriz worked as a research analyst at the Instituto Tecnológico Autónomo de México (ITAM) between 2011 and 2012. Likewise, she worked as a professor at the same university from 1993 to 1999. Her academic experience includes publication of the book “Reflections on Mexico´s International Trade Policy – 2006-2012”. She has also coordinated other books, and has published several articles. Beatriz graduated from the Escuela Libre de Derecho. She holds a Master’s Degree in Foreign Affairs from the University of Columbia in New York. Beatriz is part of the World Trade Organization’s indicative list of panelists and has served as panelist. She is a member of the World Economic Forum Global Agenda Council of the Global Trade System, and Senior Fellow of the International Center for Trade and Sustainable Development in Geneva. She is also a founding member of the Mexican Council on Foreign Affairs (Consejo Mexicano de Asuntos Internacionales).
