Luis Moreno is a Congressman of the XXIII Legislature of ths state of Baja California, President of the Border Affairs Commission and secretary of the Environmental and Oversight Commissions of the legislature. He had served as a Congressman of the XXII legislature as the President of the Metropolitan Development Commission, and was a councilman of the city of Tijuana in the XIX City Council. He has also been a university professor on the subjects of Globalization and the Modern World, Psychological Society and Political Development, Introduction to International Relations, and Foreign Affairs of Mexico. He has a degree in International Relations, graduating with honors from the University of Tijuana (CUT), a minor in Migration Studies received in Berlin, Germany, as well as a master’s degree in Local Government Administration and Management from the Union Iberoamericana de Municipalistas (UIM) in Spain.
