Cory Binns

California Department of Transportation - District 11

Cory Binns was named Caltrans District 11 Director in July 2018. A 19-year veteran of the Department, Binns was the District 11 Chief Deputy District Director since 2012 and was previously the District 11 Division Chief for Maintenance. Binns was the Senior Resident Engineer responsible for administering major freeway construction contracts for the Interstate 15 Managed Lanes and was Corridor Manager for the management and delivery of the Interstate 15 Express Lanes Project (north and south segments). Binns worked in Design on the State Route 125 Toll Road Project for two years until he was promoted to National Pollutant Discharge Elimination System Branch Manager in the Environmental Division. He began his Caltrans career as an Engineer, after eight years in the public sector and private business. Binns was the recipient of the 2017 WTS San Diego Chapter's Honorable Ray LaHood Award. This award recognizes a male professional who is not only a leader in transportation, but also someone who has actively supported opportunities to advance women and minorities. He is graduate of UC Irvine with a Bachelor of Science degree in Civil Engineering. Binns served proudly as an Officer in the U.S. Naval Reserves from 1999-2007.
