Her speciality is navigating land use and environmental issues of all sorts, but particularly CEQA. Donna has deep and broad experience with the California Environmental Quality Act (CEQA), having worked on EIRs, Negative Declarations and all other types of CEQA-related documents since 1994. In addition, she has years of experience on a variety of real estate and environmental issues, including negotiating agreements and obtaining permits from not only the local San Diego agencies but also the California Department of Fish and Wildlife, the U.S. Fish and Wildlife Service, the FAA, the US Army Corps of Engineers, the Regional Water Quality Control Board, and more. She has obtained coastal development permits from the Port of San Diego, the City of San Diego and the California Coastal Commission for hotels,, housing and other development, including municipal solid waste facilities. She advises on initiatives and ballot measures, and advocates for her clients on land use and other types of lobbying issues.
