Efrain Ibarra
South County Economic Development Council
Efrain is currently the Assistant Director for the South County Economic Development Council (SCEDC). At SCEDC he also supports and participates in organizing, planning and execution of projects such as the Business Outreach program, Rapid Response Layoff Transition program, Economic Summit event held annually, and the Government Officials Reception held annually. Efrain is also manages the Binational Affairs and the South/Central East San Diego County CEDS (Comprehensive Economic Development Strategies), and he also provides Computer Systems support and is the Web Developer and Manager of South County EDC’s web site and Facebook page. He also participates in important meetings such as COBRO at SANDAG where he serves as Vice-Chair, CALTRANS, and San Diego Regional Chamber of Commerce. Efrain represents South County Economic Development Council at CANACO (Tijuana’s Chamber of Commerce), City of Tijuana Economic Development Council (CDT), Tijuana Economic and Industrial Development Council (DEITAC), Tecate Economic Development Council, Rosarito Economic Development Council, and Ensenada Economic Development Council, to promote South County San Diego and Baja region in the Bi-National and International arena. Efrain is a board member of KIPP (Knowledge Is Power Preparatory) Adelante School, a member of the Latino American Political Association, a member of the Association of Professionals and Students in the U.S. (APS) San Diego Chapter, and Association of Entrepreneurs and Students (APEM) in Mexico. Efrain graduated with a Master’s degree in Global Business Management in April of 2010, with a Bachelor's degree in Business Management in 2009, and a Project Management certificate in 2009 from the University of Phoenix.
