San Diego Metropolitan Transit System

Karen Landers is General Counsel for San Diego Metropolitan Transit System (MTS). She represents the agency in all legal matters and supervises the Risk/Workers Compensation and Internal Audit departments. MTS has two in-house attorneys and uses a panel of outside counsel firms for representation and advice related to specialized matters. MTS is a public agency that provides bus and light rail transit in the city of San Diego, nine surrounding cities and areas of south and east San Diego County. MTS owns additional railroad right of way used for freight operations, including the 70-mile binational Desert Line that connects San Diego County to the manufacturing sector in Tijuana-Tecate, Baja California. Ms. Landers is the staff lead for the Desert Line rehabilitation project, including a proposed new rail-only customs inspection facility at the Desert Line border crossing.
