Michael Kulis

San Diego County Regional Airport Authority | Director, Inter-Governmental Relations

Mike serves as Director of the San Diego County Regional Airport Authority’s Inter-Governmental Relations Department. He joined the Airport Authority in 2003 and is responsible for the development and implementation of the Authority’s federal, state, and local legislative and regulatory agenda. Mike also directs the Authority’s legislative consultants in Sacramento and Washington, DC. Prior to his current position, Mike served for seven years, first as Policy Advisor, then as Deputy Chief of Staff to San Diego County Supervisor Dianne Jacob. He was responsible for advising Supervisor Jacob on the following policy issues: transportation/transit, public works, airports, economic development, electricity deregulation, air pollution control, water/wastewater, environmental health, taxes, and SANDAG. Before joining Supervisor Jacob’s staff, Mike served as Legislative Assistant to U.S. Senator Arlen Specter. In his five years with the Senator, he was responsible for advising Senator Specter on the following policy issues: education, environment, public lands, disaster assistance, agriculture, and the arts. Mike is a graduate of Villanova University, a member of the American Association of Airport Executives, Airports Council International-North America, the California Airports Council, the San Diego County Taxpayers Association and the San Diego Regional Chamber of Commerce. He resides in the community of San Carlos with his wife and two sons.
