Jack Pellegrino has over four decades of government contracting and procurement experience working with diverse teams of contracting, procurement, and pricing staff in both the public and private sectors. Prior to joining the County as the Director of Purchasing and Contracting, Jack held executive positions with Fortune 50 companies, leading the contracting, procurement, and pricing organizations.
Jack is a Certified Public Procurement Officer (CPPO), Certified Professional Contracts Manager (CPCM) and Fellow designated by the National Contract Management Association (NCMA); and Certified Procurement Professional designed by the National Institute of Governmental Purchasing (NIGP-CPP). He is Board Member for the California Association of Public Procurement Officials (CAPPO), a member of the Certification Commission of the National Institute of Governmental Purchasing (NIGP), and is currently serving on the National Association of Counties – Financial Services Corporation (NACo FSC) Procurement Advisory Committee.
Mike Sabellico | Regional Director | San Diego, Orange, & Imperial APEX Accelerator
Mike Sabellico has served as a part-time consultant, full-time Senior Procurement Advisor, and now is the Regional Director of the APEX Accelerator (formerly PTAC). He is a versatile executive management professional and has over 30 years of diverse work experience in leading programs, managing multi-million dollar budgets and assets, and improving quality and processes. He is a twenty-year Veteran of the US Coast Guard with several Command Cadre tours. During his time with the Coast Guard, he gained a significant amount of experience in Maritime and Emergency Response, ranging from Search and Rescue and Maritime counter-smuggling efforts to hurricane and natural disaster response. After leaving the Coast Guard, he managed a robust business development program for a San Diego-based defense contractor with offices throughout the US. He left that company in 2010 to launch Vanguard Global Solutions, a Service-Disabled Veteran-Owned Small Business specializing in Homeland Security, Emergency Preparedness, and specialized business consulting focusing on marketing, growth strategy, certifications, and sales. Mike is a hands-on program manager with an impressive ability to coalesce diverse technical and management skill sets within a team environment to achieve desired results. His government contracting experience in multiple industries provides an exceptional understanding and knowledge base into the challenges faced by small business owners entering government contracting.
