Summary of Proposed Program:
SDG&E’s Clean Energy Financing (CEF) proposal is for a financing mechanism that goes beyond current offerings to reduce barriers for small and medium business customers when installing heat-pump water and space heating fuel-substitution technologies. The proposal includes on-bill, zero-percent financing along with incentives to offset higher upfront installation costs when replacing gas equipment with electric heat pump technology including panel upgrades to further prepare customers for additional technologies that may contribute to the state’s GHG reduction goals. The proposed program will utilize funding from various sources including the State General Fund. Note that this proposal is in addition to the continuation of the On-Bill Financing (OBF) and GoGreen Financing Pilot Programs included in SDG&E’s energy efficiency business plan application submitted on March 4, 2022, Pursuant to Decision 21-05-031.
