H.R. 3028 Creates Investment Opportunity for LPOE

After over a year of travel restrictions impacting land ports of entry, Texas Representative Henry Cuellar introduced a bill to establish a Land Port of Entry Modernization Trust Fund. H.R. 3028 would specifically create a trust fund within the U.S. Treasury for investments in land ports of entry in order to:

  • Build new land ports of entry;
  • Expand and improve existing land ports of entry to accommodate high volumes of commercial, private vehicle, and pedestrian traffic;
  • Procure technology and supporting infrastructure to facilitate the inspection and processing of commercial, private vehicle, and pedestrian traffic;
  • Facilitate major repairs and alterations of land ports of entry; and
  • Hire U.S. Customs and Border Protection (CBP) officers, agricultural specialists, and professional staff to support the trade and revenue mission of CBP.

The bill is expected to figure into the debate over a larger infrastructure bill over the next few months.

In our region, CALTRANS and Baja’s Secretariat of Infrastructure and Urban Development (SIDURT) released the California-Baja California Border 2021 Master Plan (BMP). Developed in collaboration with regional stakeholders including the Chamber, the plan aims to coordinate planning and delivery of ports of entry and transportation infrastructure projects serving the ports in our region. The plan provides five key recommendations with action items to reach each goal, including the expansion of border collaboration and coordination, and to manage the border as a system.

VP Harris Meets with Lopez Obrador

Vice President Kamala Harris and Mexican President Lopez Obrador met virtually earlier this month to discuss the important partnership between our two countries and recognized the urgency to work together toward economic recovery, improved climate resilience, and additional economic opportunities and security cooperation. Both leaders agreed to join forces to establish a strategic partnership to address the root causes of migration from countries in the Northern Triangle region and noted their commitment to spur its economic development.

Following their conversation, Harris will travel to Mexico City on June 8 to meet with President Lopez Obrador and discuss migration issues and joint efforts to promote economic development in the south of the country and Central America. This will be her first trip abroad after taking office, and Harris will also visit Guatemala to foster and strengthen a strategic partnership with Central America.

CalOSHA Postpones Taking on New Regulations

CalOSHA’s board decided last week to table proposed changes to the Emergency Temporary Standards that have sweeping impacts for employers statewide. The Chamber team was among many who submitted formal comments to the board requesting that they provide much stronger clarification as to how businesses would track the status of vaccinated vs. unvaccinated employees, among other points. The board directed the department to revise the proposed changes and bring them back to be in alignment with the June 15th date for restriction lifting the state is using. To make that timeframe, staff will have to produce the new language by this Friday, May 28, 2021. We will provide updates to this guidance as necessary.

San Diego Young Leaders General Meeting Recap

On April 29, the San Diego Young Leaders cohort gathered some tips and tools from special guest, Rebecca Smith, a LEAD program graduate and expert in all things leadership development, on the importance of mentorships and how to be a good mentee.

As Executive Director of Point Loma Nazarene University’s Office of Strengths and Vocations, she was able to help guide the participants on best steps in connecting with and maintaining strong relationships with mentors. The conversation also helped many SDYL members take the final steps in getting involved with LEAD’s newest Mentorship Program!

Blue Shield of California Announces NextGen Sustainability Goals

Climate change is an urgent public health issue. According to a recent survey from Blue Shield of California, a CarbonNeutral® certified company, more than eight out of 10 (83%) of Gen Z youth are concerned about the health of the planet. A majority of respondents also say their environment affects both their physical health (69%) and mental health (75%).

In this video, Blue Shield’s leaders and grantees share the company’s ambitious set of sustainability goals to adopt and promote climate smart healthcare, which address the impact of climate change on human health, especially for the most vulnerable communities.

One Year Later – Stronger and Sweeter than Ever!

Jackie’s Jams is dedicated to bringing all natural, locally sourced, handcrafted jam and jellies to your home, kitchen and bar. The team takes great pride in blending small-batch jam from natural ingredients you can pronounce – mostly fruit, a little cane sugar, a bit of pectin – and sourcing as much of our produce as possible from farmers who live in Southern California.

Their jam line includes a wide range of flavors, from classic, kid-friendly favorites like Strawberry and Tripleberry, to savory Fig, keto-friendly Strawberry Pineapple, and seasonal specialties like Pumpkin Butter. Best of all, it’s made right here in San Diego County.

When the COVID-19 pandemic shut down San Diego County in March of 2020, the team had just moved to a new kitchen and warehouse and didn’t know what to do – or if they would even be able to keep the doors open. As a business that was built on in-person sales at farmers markets, partnerships with local eateries, and placement in grocery stores like Specialty Produce, Whole Foods and Sprouts, they knew they had to pivot, and pivot fast.

Fortunately, Jackie’s Jams already had a website for online sales and relationships with a variety of San Diego business to partner with. And well, that was just the first of many challenges faced in 2020!

From closing their longstanding farmer’s market booths and shifting those person-to-person sales online, to overcoming the challenges of safely reopening their kitchen, to a glass jar shortage throughout the United States that brought uncertainty, the team found that no matter what the challenge, they were able to face it.

Though, Jackie’s Jams grew their online business over 400% in 2020 thanks to businesses, partners, and loyal customers. And they are looking forward to building on the hard work, resilience, and relationships that helped them make it through 2020 as they grow Jackie’s Jams in 2021 and into the future. The team is committed to continuing to honor their commitment to sustainable, environmentally friendly business practices, forming long-term partnerships with top retailers, restaurants and destinations in the San Diego area, and celebrating the community that has supported us for more than a decade.
